Local dignitaries from the City of Oakley as well as representatives from the California Housing Finance Agency, Bank of America, Citibank Community Capital and Western Community Housing recently joined affordable housing developer and owner Highridge Costa for the official Grand Opening of the Twin Oaks Senior Apartments in Oakley, an incorporated city of about 45,000 in eastern Contra Costa County.
